Madison man charged with possession of child pornography, also a sex offender

MADISON, Ala. – A Madison man faces several counts of possession of obscene matter, as well as failure to register as a sex offender.

Police say they learned on April 23 that 58-year-old Phillip Spencer Owens was possibly in possession of child pornography.  Officers began an investigation and learned Owens was in violation of the Alabama Sex Offender Registration and Community Notification Act.  They arrested him for not registering as a sex offender.

The investigation continued, and police executed a search warrant at his residence.  They found numerous obscene images depicting children. Owens was arrested and booked into the Madison County Jail.  His bond is set at $130,000.

Owens is charged with 11 counts of Possession of Obscene Matter Containing Visual Depiction of Persons Under 17 Years of Age Involved in Obscene Acts.

Police say more charges could come.
