MONTGOMERY, Ala. (AP) – Alabama voters may have a chance to vote to legally define a fetus as a person from the moment of fertilization, effectively banning abortion in the state.
The House Health Committee on Wednesday voted to send a proposed “personhood” constitutional amendment to a full House vote.
Republican Rep. Ed Henry says his bill is not a “direct” attack on abortion but says Alabama voters should have a chance to vote on the issue.
At a public hearing on the bill last month, ACLU lawyer Brock Boone said the amendment could render some types of birth control the “legal equivalent of homicide.”
Henry says the amendment “might” affect some forms of birth control and will affect some in-vitro techniques.
Similar bills in other states have been voted down or ruled unconstitutional.
