MONTGOMERY, Ala. (AP) _ Gov. Robert Bentley has announced a new leader to take the helm of finance department.

Bentley on Friday named university administrator Clinton Carter as finance director. Carter previously served as deputy finance director in Bentley’s first term. Most recently, Carter served as vice president and chief financial officer for the University of North Alabama

Carter is replacing Bill Newton who has served as acting finance director since 2013. Newton will return to his former merit position as assistant finance director.

The finance department has seen troubles lately. A bumpy roll-out of a new software program resulted in state vendors being paid late.

The FBI conducted an audit after Bentley said in June that several contract employees might have been “improperly granted access” to work on the state crime database.
