Soil volume is a key part of helping plants grow big and healthy. You'll want to work up an area of ground, turn over and break up the soil. Then place an unopened bag of soil mix over that area. First cut some drain holes in the bottom, put a few slices along one side. This will let the water come out of the soil. Then turn the bag over and cut a big X into the bag. That will make a hole big enough to put in your tomato or pepper plant. We expect the plant will root into that bag of soil mix and then root down through the drain holes into the prepared soil below. With proper soil volume, plants grow faster, they bare better, and they're more resistant to insects and diseases.
