LOS ANGELES (CNN) - A California woman was shocked to find what she said appeared to be swastikas on Hanukkah wrapping paper.

Cheryl Shapiro says she was shopping at Walgreens when she spotted the symbol on the Hallmark holiday paper.

Shapiro says she can't believe the design made it through production and into stores.

"I saw it immediately," said Shapiro.  "I think I have a good eye. I panicked. I couldn't believe what I was seeing!"

Walgreens says it's working to remove the product from shelves.

Hallmark, which made the wrapping paper, issued an apology on Tuesday.
