Officers responded to a 911 call at 130 Duncan Ave.  When they arrived, Foote's wife ran out of the house screaming for help.  She said her husband had cut her.

Police tried to talk with the husband, but he refused to come to the door and turned out the lights.

Police shut down nearby streets and called in the SWAT team.  They were eventually able to make contact with the man.  Police say Foote cursed at them, but surrendered after a short time.

The woman has some injuries but declined medical treatment.
