Jackson County Sex Offender Found Living with Former Victim

JACKSON COUNTY, Ala. (WHNT) – Jackson County Sheriff Chuck Phillips reports a registered sex offender has been arrested after deputies and parole officers found him living with a former victim on Wednesday.

Kevin Kirtland, 23, of Dutton, was convicted in Jackson County for Rape Second Degree in 2011. Investigators with the Jackson County Sheriff’s Office and the Alabama Probation and Parole Officers went to Kirtland’s residence to serve a probation violation warrant on him.

While at the residence, investigators determined a 17-year-old female had been staying at the residence with Kirtland. The female was the victim in the case in which Kirtland had been convicted.

Investigators notified DHR and the girl was placed with relatives.

Kirtland was arrested and charged with:

  • Violation of Sex Offender Registration and Notification Act (Establishing Residence With Person Under 18 Years of Age)
  •  Violation of Sex Offender Registration and Notification Act (Knowingly Being Within 100 Feet of Former Victim)
  • Probation Violation
